Senior Citizen taken advantage of

Ok, so my elderly father got conned into buying an old Motorola Xoom Build V. 3.7.13. When he brought it to me to try to fix, I found out it was used LTE. So I took out the SIM, factory reset it and tried it without. But then after bringing it back up, Server error comes up for the Android Play store..
